ACYA RECOMMENDED PLEDGES OF THE NEW ZEALAND GOVERNMENT TO UN HUMAN RIGHTS COUNCIL

Pledges to the Human Rights Council that the NZ government demonstrates 1. its commitment to UNCROC by withdrawing all reservations and by ratifying the Optional Protocol of the Sale of Children by the end 2011; 2. its commitment to the Rights of Indigenous peoples by accepting the Declaration of the Rights of Indigenous Peoples before the end of 2011; 3. its commitment to the rights of every child by taking actions which will ensure that by end of 2015 no child is living below the poverty line as measured by 60% of the contemporary median income after housing costs

We had a discussion on how many pledges we should suggest and decided on three. We then had to choose among topics. These were chosen because we believe that 1 & 2 are not only achievable but overdue.

Child poverty is a complex social and economic issue. But unless it is solved may of the social problems facing New Zealand will escalate. We recognise the current economic recession but this is the time to protect the vulnerable.

Number TWO ACYA would like more information on the question of the application of the Convention on the Rights of the Child to Local Authorities, for instance to Local Bodies, District health boards, School Boards under State legislation. New zealand Government is of the opinion they have no obligation to direct local authorities. The NGO Group for CRC hold a different view but are short on authorative sources. Any ideas?
